How long data takes to travel between major cities, measured every few minutes. When a route is slower than usual, traffic may be taking a longer path. A slower route on its own is not proof that a cable is damaged.

Country and network outages that Cloudflare Radar attributes to cable cuts, over the last 28 days. They show impact; an editor checks the linked report before anything becomes an incident.
Times are round trips (there and back) in milliseconds: 1,000 ms = 1 second. Each route compares RIPE Atlas probes in one city with an anchor server in the other against a measured baseline: what the same probes measured at this time of day on 14 recent days. Days when a known incident was open on the route’s cables are left out, so a long outage never becomes the baseline. A baseline describes those probes, not the latency every connection should expect.
